gt-tanstack-start 11.1.0: Opt-in locale routing

Overview

gt-tanstack-start v11.1 adds opt-in locale routing. Enable localeRouting in gt.config.json to prioritise locale path prefixes, keep the default locale unprefixed, and automatically update the URL when the locale changes.

Custom _reload behaviour still takes precedence when configured.
